I have the honour to acknowledge the receipt of
your Confidential Despatch of the 28th. of January requesting my report on certain allegations made by the Hongkong General Chamber of Commerce in a memorandum dated the 4th. of August last sent to the London Chamber of Commerce.
It is not till now that I have seen this
Memorandum nor did the Hongkong Chamber take the trouble to verify the statements put forward as facts in this communication to the
London Chamber.

The first allegation quoted in your Despatch is
a great exaggeration according to my information and the observa- -tion of the Superintendent of Imports and Exports and his Staff. Full manifests of all the steamers of the Java-China-Japan Line are produced to the Superintendent and are most carefully scrutinis- -ed. Transit cargo which might have any enemy taint is reported to me and so far there has been no occasion to take the extreme step of obtaining your sanction to stop any such cargo. Nor has any occasion arisen to permanently stop transhipment cargo carried by steamers of this Line although some such cargo has been temporarily detained pending enquiries. The Agents here are the principal agents for the Line in the Far East. They appear to be scrupulously care- -ful to do everything that is required of them by local law or regulations.
